The Editor,

I am extremely thankful to you for carrying the statement of the CC of the CGPI entitled 'Step up the struggle to assert the claims of labour on the social surplus!' in the April 1-15 issue of PV.

First of all I would like to thank the CC for the depth of scholarship and information that is presented in the statement. A responsible Communist Party must educate the rank and file as well as the working class about what is what. This statement begins with meeting this end and demonstrates in no insignificant manner what the main basis of the Indian economy is; it is simply based on loot and plunder of the sweat and blood of the millions who are pushed deeper and deeper into a penurious condition. On the other pole, the super-rich bourgeoisie drunk with its success in the plunder has started to see itself as a player in the big leagues of imperialism. Concomitant is the increased expenditure on `defence' and in beefing up the security forces within the country to crush underfoot whatever may come in its path. All the activities of the UPA Government is to ensure the continuation and an accelerated pace for all the developments above. It spells nothing but disaster for the multitudes in the country which is being taken on an ever more perilous path by the ruling circles of the country.

Secondly, I thank the CC for pointing out in a clear manner that there is indeed an alternative. The statement points out the nexus between the financial institutions and debt servicing which is the cornerstone of policy of the Government. The statement points out that simple steps can ameliorate the suffering of the people. However, there is nothing to suggest that the Government would remotely contemplate doing such a thing.

As a result of all the above, the statement brings into the centrestage the demand that the social surplus be claimed by society itself, and not be siphoned off by the bourgeoisie and other parasitic classes. The simple logic that the toilers should be the ones who claim the fruit of their toil is thus brought to the centrestage. This can be realized only when the working peoples have the say so in running the affairs of society. I have no doubt that as the revolutionary storm grows this will indeed be realized.

Sincerely,
A. Narayan, Bangalore
