The rulers and not the people are to blame for the prevailing situation in Manipur. Neither Kukis nor Meiteis are responsible for the mayhem and violence. On the contrary, they are the victims. The sectarian violence in Manipur is a crime committed by those in power, with the assistance of the security forces, courts and other arms of the state machinery. It is a form of state terrorism.

Who is responsible for the violence in Manipur?
All kinds of stories are being spread through the print and electronic media and the social media as to the cause of the anarchy and violence. All of them blame the people. This is not true. People protected each other. The anarchy and violence was state organised. How else can it be that in a state under Army rule, where Armed Forces Special Powers Act (AFSPA) allows the Armed Forces to kill with impunity, such large scale violence can take place?

The unbridled terror by the armed forces continues unabated
On March 31, the central government announced its decision to remove the Armed Forces (Special Powers) Act – AFSPA – from certain parts of the Northeast. According to the official announcement, “entire 23 districts and partially one district of Assam, 6 in Nagaland and 6 in Manipur” would be kept out of the jurisdiction of AFSPA.

In the majority of districts, military and paramilitary troops enjoy the license to kill anyone on mere suspicion, a license which is provided by the Armed Forces (Special Powers) Act, or AFSPA.
