Without repealing AFSPA and ending Army rule, there can be no solution to the Kashmir problem

The present situation in Kashmir is a stalemate. Elections under Army rule will not make a break with the status quo.  The first step to resolve the crisis is to repeal AFSPA and pull back the armed forces into their barracks. This is the necessary condition for seeking a political solution to the Kashmir problem.  In the absence of a political solution that respects the rights of nations and peoples to self-determination, the situation is bound to remain turbulent, with increasing danger of imperialist interference and war in South Asia.

Elections in the existing political system are designed to enable the bourgeois class, headed by the big monopolies of the Tatas, Ambanis, Birlas and others, to place in power that party or coalition which can best implement their program and justify it in the eyes of the people. 

Parties committed to one and the same program are trying their best to divide the people along the lines of their dogfight.  The situation calls for political unity of the workers, peasants, tribal and forest communities, against state terrorism and against the capitalist program of maximising exploitation and plunder.  We need to rally around the alternative program to solve the problems of the economy and the political system.

On 1st November, mass protests were held all over Punjab, in Delhi and some other cities on the occasion of the 30th anniversary of the brutal murder of thousands of people of the Sikh faith by those in charge of the Government of India. The capital city witnessed one of the most powerful expressions of political unity, on this occasion, in the form of a joint protest march from Mandi House to Jantar Mantar.
